The Inquiry considered it important in terms of public transparency and open justice to maximise the publishing of evidence that was used to inform the development of its interim reports, case studies and final report.  That said, much of the material received or generated by the Inquiry is sensitive, personal, legally privileged, confidential, or otherwise unable to be made public.  In many cases, the publication of the material could harm individuals or entities, or could prejudice legal proceedings.

Accordingly, the Inquiry agreed in June 2024 to publish the following evidence and information that was used to inform the development of its interim reports, case studies and final report.  There are different types of evidence and information that has been fully published, or excerpts of, including:

  • redacted full or partial witness statements and private sessions
  • newspaper articles
  • articles written for journals (online and paper)
  • transcriptions of Inquiry hearings
  • Inquiry commissioned research
  • independent reports reviewing the care systems in Aotearoa New Zealand or overseas

Other evidence and information that has been relied on by the Inquiry has not been published due to the nature of it.  You may wish to look at Minute 30 (the Inquiry’s final minute) for further information on access to information provided to, or generated by, the Inquiry.
